Eight Key Sanitations conditions and Monitoring for the safety of water

To Distinguished Group:
I have already an SSOP that includes City Water as a source, does this have
to be Monitored? City assured us that they already complied with
requirements plus have chemical, physical, bacteriological analysis done
and mailed to all users. Why does FDA STILL require and monitor it,
doesn't make sense? BTW, anybody know about the Eight Key Sanitations
condition? ANY replies appreciated
