There has also been a report of Melamine in South Korean fish feed - over
400 tons was sold before the melamine was identified. Another entry point,
would be my guess.

If China exports powdered milk products then yes. Many dairies around the
world reconstitute powder for fresh and UHT milk. Powder is also used to
bump up milk solids in Ice Cream production.
