I worked with some members of your staff I believe a couple of years ago in Mwanza, but I am afraid I cannot remember if we met.
I agree in broad terms with what Clare has said but feel that a policy may not be the correct route to take. It may be that the reference you have is confused with a procedure.
A policy is usually a statement of management intentions such as the Quality Policy or Hygiene Policy. I am not sure that such a high level document is needed when a procedure within the quality management system would suffice, otherwise you can end up with a plethora of policies that all have to be individually signed off by upper management and it can become difficult to tell what should or should not have policy status. I have seen systems where every element of the quality management system is preceded with a policy; the management must have been signing them like Christmas cards.
However if you feel that glass and hard clear plastics are a sufficiently high risk to require distinguishing them from all other risks, then you will need a written declaration by the management of a company that it will ensure that glass and clear hard plastic if broken cannot contaminate the product anywhere on site.
This management backing will require a procedure for maintaining and monitoring glass etc within the factory environment as Clare has indicated and that document will most likely direct the reader to work instructions that provide the detail e.g.: what is included in the schedule, such as windows, the cover on gauges, wall clocks, brittle hand held equipment etc; who is to monitor the glass and plastics and at what frequency; what has to be done in the event of a breakage e.g. stopping production and quarantining the area and protective clothing of staff near the incident, cleaning equipment, checking product; who authorizes the destruction of product. Records of all actions will be kept.
