    All ³elements² in the value chain leading to product eligible for the EU
    Market, need to be under the ³official controls² of the CA, and commercial
    operators on each of those elements have the responsibility to offer
    sufficient guarantees that their products are sourced from ³controlled²
    establishments (vessels, landing sites, aquaculture farms, cages, cold
    storages, and so on).

    The rules that apply for 3rd countries are not more stringent than those
    applied in member states of the EU.

    There is no ³official² inspection protocols or checklists produced by the
    EU. Your CA should have their own checklists as part of their ³national
    control plan².

    A good reference for the requirements can be found on the Inspection guides
    developed by the EU¹s SFP-ACP programme. ³Manual/Handbook for the Execution
    of Sanitary Inspection of Fish as Raw Material and Fish Products as Food for
    Human Consumption² and, ³Field Guide for Sanitary Inspection of Fish and
    Fish Products as Food for Human Consumption². Both versions are now
    available on the SFP site and can be downloaded from
    http://www.sfp-acp.eu/EN/B3-DocTechniques.htm (they are available in
    English, French and Portuguese)

    While these documents are not ³official EU directives² type of publications
    , they will give you a good insight on what is expected, not only at vessels
    & fishing harbours/ landing centres but overall on EU market access
    requirements, and in case your CA do not have develop their own, there are a
    good model.

    However, be aware that copy and paste is never a good option, as ³one size
    fits all² does not really work in reality, and protocols should be
    developed for your own needs and fleet type.

    ³if you copy one source you doing plagiarism, if you copy five sources the
    you doing research² used to say one of my lecturers.

    As an industry person myself, I believe that we need to understand as much
    (or more) about market access requirements than the CA, as it is our
    business the one in jeopardy, not the CA¹s one.
