For what it's worth, the opening page for the survey _does_ indicate
that all responses will be confidential (http://as01.ucis.dal.ca/
ramweb/surveys/fishery_assessment/). Obviously a decision to
participate is in the hands of the individual...
I, for one, look forward to seeing the results of the survey.
