    Answer is yes, you need full HACCP. Corresponding EU regulation are
    852/2004 and mostly 853/2004 which you can download on EUR-LEX.

    I don't believe it is OK for EU regulation. For example, EU regulation
    is 853/2004:

    Equipment and material used for working on fishery products must be made
    of corrosion-resistant material that is easy to clean and disinfect.
