    One of the major problems with the approach is that a major source of organisms of food safety concern is not the environment, but rather the crew themselves. They can introduce pathogenic organisms regardless of where the vessel is located.
     
    No mention was made of the hygiene procedures and sanitizers used to control that risk.

    Answer is yes, you need full HACCP. Corresponding EU regulation are
    852/2004 and mostly 853/2004 which you can download on EUR-LEX.

    I don't believe it is OK for EU regulation. For example, EU regulation
    is 853/2004:

    Equipment and material used for working on fishery products must be made
    of corrosion-resistant material that is easy to clean and disinfect.
