    Hi~

It's not easy to read government regs, but the minimum and maximum chlorine
    levels are given in:

40 CFR 141.72(a)(2) This sets the minimum level at 0.2 mg/l
    (http://ecfr.gpoaccess.gov/cgi/t/text/text-idx?c=ecfr&sid=b110d9577ec550498e96cb4e1993ff30&rgn=div8&view=text&node=40:22.0.1.1.3.8.16.3&idno=40)

40 CFR 141.65(a) This defines the upper limit (4.0 mg/l)
    or
    (http://ecfr.gpoaccess.gov/cgi/t/text/text-idx?c=ecfr&sid=b110d9577ec550498e96cb4e1993ff30&rgn=div8&view=text&node=40:22.0.1.1.3.7.16.6&idno=40)

There is a Fact Sheet which contains a List of disinfectants, but does not
reference the rule behind the statements which can be found at:

    http://www.epa.gov/safewater/mcl.html

For supplemental chlorination within the plant, I could not find any good
guidance in writing. However, since the EPA Water Supply rules set the max
at 4.0, I would not recommend going above that level.

    EU Directive 98/83/EC
=> Free Chlorine max 5ppm for drinking water

Use of chlorine regulated by legislation concerning Biocidal Products e.g.
Directive 98/8 and Positive List (you can check the conversation about the
use of chlorine for seafood decontamination, a few months ago within Seafood
    List).
The biocidal products for drinking water have to be registered and
authorized as TP (Type of Product) #5.

    Kind regards,

    RM
