There is a Fact Sheet which contains a List of disinfectants, but does not
reference the rule behind the statements which can be found at:

For supplemental chlorination within the plant, I could not find any good
guidance in writing. However, since the EPA Water Supply rules set the max
at 4.0, I would not recommend going above that level.

Use of chlorine regulated by legislation concerning Biocidal Products e.g.
Directive 98/8 and Positive List (you can check the conversation about the
use of chlorine for seafood decontamination, a few months ago within Seafood
List).
The biocidal products for drinking water have to be registered and
authorized as TP (Type of Product) #5.
