It really depends on what Country the product is entering as to how they interpret the legislation. I know it is meant to be uniform but the reality is that Countries do place their own interpretation.
If the product is coming into the UK market it would be safer to label the bags as well as the box, particularly if it is a frozen product entering via Southampton or Felixstowe. Technically as long as the outer boxes are clearly marked with something along the lines of Catering Pack it should suffice, but in reality it does not.
The labelling for product coming into the EU is contained within the Directive 91/493/EEC which is then transcribed into domestic legislation in the various member States. In addition there is also the new Fish Labelling Regulations which require the product description (common and Latin names), area of capture ( there are 12 designated areas which must be used, although you can be more specific if you want by using the FAO area as well), or if freshwater it must state this along with Country of Origin, or if aquauculture again must state this along with Country of Origin.
In addition to the above if a product is intended for retail it must comply with all the requirements of the retail legislation.
