    The regulations covering seafood to be imported into the EU are several and
    complex.
     
    You need to contact the "competent authority" in Thailand, who I expect are
    the Ministry of Agriculture and Cooperatives, Department of Fisheries. They
    should be able to help you in the first instance.
     
    You need to ensure that the establishment that has processed the fish you
    are exporting is on the EU-approved list. The list is available here:

    You also need to get in touch with the importer in the EU member state. The
    importer will probably have some experience already - if not, he should get
    in touch with the local authorities, in particular the officials (Official
    Fish Inspectors) at the Border Inspection Post (BIP) through which the
    fishery products will be imported. They usually are happy to give advice on
    the products, packaging, labelling and accompanying paperwork, as well as
    Customs tarriffs. If anything is wrong with the consignment or the
    paperwork, the consignment will be rejected at the BIP and returned to you.
     
    Although aimed at the authorities rather than the exporter, this "Third
