The US is the only country requires the imitation label on such products. In the rest of countries, they call it as crab-flavored seafood. Since there is no standard of the US identity for the product, there is no specification on how much surimi and/or crabmeat can be added into the product.
For your further information, I suggest you to refer my textbook, Surimi and Surimi Seafood, Second edition (March 2005): http://crcpress.com/shopping_cart/products/product_detail.asp?sku=DK3071&parent_id=&pc

Subject: Imitation Crabmeat
Does anyone know the definition of Imitation Crabmeat? Is there a certain %
of crabmeat required to be in Imitation Crabmeat?
