    Surely you are talking about MAXIMUM temperature allowed in a frozen carton/block of shrimp and the international technical regulations ask for -18º C or lower. There are many technical references and as an example you may read the European Union Directive 91/493/CEE, Annex, Chapter VIII (frozen seafoods, storage and transportation).
