    The North American Association of Fisheries Economists (NAAFE) is pleased to invite you to participate in our third biennial Forum, which will be held May 25-27, 2005 at the University of British Columbia (UBC) in beautiful Vancouver, BC, Canada, organized by Rashid Sumaila of the UBC Fisheries Centre. While the conference is not specifically focused on seafood technology, we hope that you will find some of the topics--especially market-related ones--of substantial interest. See below for information on how to submit an abstract.

    The themes of the conference include:

    Fisheries governance and management issues:

    · Fisheries governance

    · Property rights in fisheries - ITQs, community quotas

    · Environmental Impacts of Alternative Fisheries Regulations

    · Spatial effort dynamics: predicting fisher reaction to spatial closure policies

    · What have EEZs accomplished?

    · Managing shared fish stocks

    Economic and valuation issues:

    · Fisheries and ecosystem values and valuation - do they go far enough?

    · Fisheries subsidies: the good, the bad and the ugly

    · Fish for whom: ethics and fisheries economics

    · Economics of fisheries and ecosystem restoration

    · Economics of ecosystem-based fisheries management

    · Large-scale versus small-scale fisheries

    Trade and fisheries management:

    · Globalization and fisheries sustainability

    · Fish trade and marketing

    · Economics of illegal, unregulated and unreported fishing (IUU)

    · Net cost and benefits from aquaculture, including open-ocean aquaculture

    Special Event

    Jim Wilen, University of California, Davis, and Daniel Pauly, UBC Fisheries Centre, will participate in a debate on fisheries management in a conference plenary session.

    · 50th Anniversary of Scott's 1955 Classic Article on Fisheries Economics

    · Experiences of Fisheries Regulation in Western Canada/Western North America

    · Key Issues Facing Fisheries Economists: The NAAFE President's Address

    In addition to the 2 1/2 day conference, optional events include:

    Pre Forum Workshop - Over-fishing and Fish Trade Impacts on Food and Global Security

    The pre-Forum workshop will be centered around the <http://www.seaaroundus.org/> Sea Around Us Project's new price database. The database will be demonstrated to participants, and applied to compute and analyze global, regional and country-based flows of landed values by ecosystem, EEZ and FAO area. This will be followed by a presentation on "Values and Valuation of Fisheries and Marine Ecosystems" and a panel discussion on the database. Finally, a presentation and panel discussion on the impact of global fish trade on food, environmental and world security will conclude the workshop. The workshop will be held on Tuesday May 24 at UBC.

    Post Forum Workshop - Experimental Economics

    Following the Forum, Dr. Chris Anderson will lead a half-day workshop on Experimental Economics. The workshop will be held on Saturday 28th May at UBC. The workshop is being sponsored and organized by the Fisheries and Aquaculture Resource Economics Research Group (FARE), chaired by Dr. James L. Anderson.

    Individuals wishing to organize special sessions on the above themes are asked to contact Rashid Sumaila at r.sumaila@fisheries.ubc.ca.

    The conference will include social events such as a welcome reception and conference banquet. Pre and post-conference activities are also being planned; details will be available soon.

    Please consider submitting your abstract for consideration by registering online at http://www.feru.org/events/naafe.htm. If you register as a "presenter" you will be able to copy and paste your abstract into the space provided on the registration form. Or, if you cannot register online, send your abstract in the body of an email to <mailto:r.sumaila@fisheries.ubc.ca> r.sumaila@fisheries.ubc.ca. Submissions must include authors' names, abstract, keywords, affiliations and contact information (including mailing address, phone, fax, and email). Abstracts should be a maximum of 250 words.

    The deadline for abstract submission is February 15, 2005. Authors will be informed of acceptance decisions by March 15, 2005.
