Two HACCP consulting vacancies - bilingual (French/English) skills required

    The Consortium led by AGRIFOR Consult has been invited by the Secretariat
    of ACP Group of States on behalf of European Commission to tender for TWO
    separated regional projects : "Strengthening Fishery Products Health
    Conditions in

              1) Guinée, Mauritania, Senegal

              2) Gambia, Ghana, Liberia and Sierra Leone

     
    AGRIFOR Consult is therefore looking for several Experts to undertake
    these two projects, having almost the same objectives, outputs and
    inputs. You will find hereunder the requested profiles, as well as some
    details about the time schedule. Note that more details are available by
    contacting Francoise Fontaine (e-mail: f.fontaine@agrifor.be).

    Of course, only experts talking fluently French and English could be
    considered respectively for the 2 above mentioned projects (1 and 2)

    Two international (EC) senior experts with extensive experience of at
    least 10 years in fields relevant to the project and 3-years development
    related experience gained in sub-Saharan Africa and/or developing
    countries are required. A wider as possible complementary experience of
    the two experts vis-à-vis their specialities is required and geographical
    knowledge in East Africa will be considered as an additional advantage.

    Accumulative knowledge :

    ·           Legislation-drafting issues, industrial and small scale
    fisheries advice and support
    ·           Sound knowledge of the relevant EU legislation
    ·           Community policy, organisation and institutional issues.
    ·           Experience in training programmes in the field of fish and
    fishery products health supervision and control
    ·           Fluency of the experts in English is necessary

    The team leader should have experience in setting up, implementing or
    auditing HACCP-Hazard Analysis Critical Control Point-based systems in
    fishery products manufacturing sector and experience in conception,
    management and implementation of projects relevant to fish sanitary
    control in ACP countries.

    Junior Fishery Products quality expert (JFE)

    ·         A University degree in fisheries, rural development,
    agriculture, veterinary science, food science, food technology, biology,
    chemistry or other relevant field with additional qualifications in small
    scale fisheries
    ·         Knowledge of EU regulations relevant to control of fish and
    fish products sanitary status and EDF project management procedures.
    ·         Experience with administrative institutions in ACP countries
    ·         A good working knowledge of English is essential

    Note : in regard to the results expected by the client, a senior expert
    (in stead of a junior one) will be preferred for this long term position

    Regional (local) development consultants

    Three local project administrators for supporting the training
    activities, field work, organisation, management and monitoring in each
    involved country. They should work in close cooperation with the national
    counterpart statutory authority.

    Experience in business administration or other relevant field for the
    management of :

    ·               local project bureau
    ·               running daily project administration, particularly during
    absence of experts
    ·               accountancy and financial control
    ·               purchasing goods by public tenders including financial
    control

    Other short-term experts (Maximum total time allocation of 3
    person-months)

    Experts (undetermined number of experts to be proposed by the consultant)
    in sanitary controls of fishery products or other relevant fields. The
    fish stock assessment and management could be one of these to avoid `over
    fishing'. Training is also usually requested.

    Time inputs

    The duration of the two projects is 24 months

    Starting date :

    The starting date of the 2 projects is not well informed in the dossier :
    during second semester 2004, maximum 3 months after notification.
    Flexibility will be thus authorised.

     
    Assignment (for each project)

    i) +/- 27 weeks for the Team Leader, 23 weeks for the DTL, 18 months for
    the `junior' expert and 24 months for each local administrator

    ii) 3 months as specialised expertise

    + separated training
