As part of the food-related provisions of the Bioterrorism Act of 2002,
the FDA will discuss the final rules on registration and prior notice via
    a satellite downlink program on October 28, 2003 from 1:00 - 3:00 PM
Eastern Time. (10 am - 12 noon Pacific Time)

All foreign (and domestic) facilities that manufacture, process, pack,
distribute, receive or hold food for consumption by humans or animals in
the U.S. must register with the FDA no later than December 12, 2003.
Further, starting on December 12, 2003, the FDA must receive advance
notice of each shipment of food into the U.S.

The satellite broadcast will have simultaneous translations in Spanish and
French. During the event you can phone (English only) and FAX questions.
The "800" numbers will be anounced during the program.

If you are able to host an open satellite downlink site, please signup on
the web. Details are available at:
    http://www.fda.gov/cdrh/ohip/dcm/html/cfsan_event_page.html

As the viewing date approaches, I will send a reminder notice and
subsequently list any available open viewing locations. (I will host an
open site at UC Davis; if you wish to attend please send me an e-mail
message at pdtom@ucdavis.edu . There is no charge, however space is
    limited.)

I'm presuming that a transcript of the October 28, 2003 broadcast of the
final rules for registration and prior notice will eventually be available
on the FDA website. Transcripts of previous satellite broadcasts related
to the proposed regulations are available on the web at:
    http://www.cfsan.fda.gov/~dms/fsbtact.html

To access information on all proposed regulations of the Bioterrorism Act
of 2002 which impact food processors, transporters, receivers, packers,
    distributors and importers go to:
    http://www.fda.gov/oc/bioterrorism/bioact.html

My thanks to Dr. Janet McDonald (FDA) for bringing the satellite broadcast
to my attention so that you can have a heads up on what's happening with
this new regulation which will soon take effect.

    Regards,
