After reading Frank's message, I checked with our regional NMFS Western
Inspection Branch Chief, Eric Staiger, for information on obtaining the
Inspector's Manual to share with you. (Note: A list of NMFS regional
offices is on-line at: http://seafood.nmfs.noaa.gov/Offices.pdf)
Eric says that the complete NOAA Manual 25 (comes in 3 volumes) can be
obtained from:

The manual is available to contract participants as part of their contract.

Eric graciously shared the chapter on "Inspectors' Guidelines for Grading
Fresh or Frozen Shrimp," (1993) 28 pages. [Thanks, Eric!] I've added the
