Under the Bioterrorism Act of 2002, there are two proposed new regulations
that are expected to appear in the Federal Register on February 3.
Information can also be accessed on the FDA's web site at:
    http://www.fda.gov/oc/bioterrorism/bioact.html

Refer to: Title III (Safety of Food and Drug Supply), Section 305
(Registration) and Section 307 (Prior Notice).

In summary, the proposed reguation for registration states that foreign
and domestic companies would need to register with the FDA by December 12,
2003. The prior notice proposed regulation requires that FDA receive prior
notice on food imported or offered for import into the US beginning on
December 12, 2003. There's a lot more to the regulation.

The FDA's web site includes links for the proposed regulations, press
releases, fact sheets and submitting comments.
