Whether HACCP, quality control or just good business practice, accurate record keeping has been a proven value in any business, food or other. Well directed monitoring, along with accurate records, in an honest business can prove to be a valuable asset. These records prove that the process was "in control".
If worthless records are generated, of course it is a waste of everyone's time and absolutely nothing is accomplished.
Just picture the scenario that an erroneous food safety complaint is made against one of these processors. Accurate records can be used to prove that the process was in control and that it may have been (depending upon the type of processing), even impossible for a food safety situation to occur.
I think "attitude" here is the main issue.
