Thank to all who responded to my questions about backflow preventers. I guess I was hoping for a "cookie cutter" solution to a complicated problem. In response to Ira's suggestion to contact CFIA I have already done so. That conversation left me looking for more answers. Unfortunately they do not provide more information other than that the regulation exists. One contact there has been looking further into this for me.
