    The disorder you may be referring to could be Gas Disease which causes
    bubbles on the head as a result of the concentration of O2 or N2 being too
    high.

    Are there any food safety hazards unique to eels?
    Processing would be Live &/or gutted and frozen.
    I have heard vague mention of a disorder that (when alive) causes their
    heads to swell up.
