    New air quality regulations related to fugitive dust and bulk material
    handling requires some meal producers to prevent particulate matter from
    becoming airborne. Some plants are required to have prevention plans that
    describe what measure are taken to prevent fugitive particles from leaving
    the property (hoods, fans, dust collectors, etc.) as well as conducting
    visual surveys and all the record keeping associated with it.
