    Dr Garcia:

Food usually applies to products for human consumption while feed usually
applies to products for consumption by livestock, fish and pets. When the
livestock is considered edible (poultry, fish, pigs etc) then the feed
ingredients must be able to pass criteria that might vary from country to
    country.

This is a layman's perspective so I guess some of the regulatory people
might offer a more official perspective.
