I am not sure how this rule is implemented in other countries within
the EU, but this is in the Food Regulations in the Netherlands:
GENERAL RULE for Listeria monocytogenes in food:
"NOT DETECTABLE IN 0,01 GRAM or MILLILITER" [but this is]
"not applicable for unprocessed foodstuffs" and
"not applicable for processed foodstuffs which have NOT undergone a
treatment which reduces microbial load AND are intended to be
consumed after heating by the end user".
