Find out who issues the rule and give them a call. I had to do the same for a
section of the NY court rules, in this case Office of Court Administration came
to my rescue. In your case perhaps a call to the Chief Judge's office might
help? Good luck!!

Has anyone heard of a source for a "legislative history" for Federal Local
Rules? One of my attorneys is anxious to find out the history behind a
particular USDC rule.
