Books on commodities trading

Good Monday morning, everyone!
    One of our professors is doing some consulting for a developing
country and he has asked me for two lists of books:
1.) The titles that every commodities exchange library ought to
have; and
2.) Books on how to start a formal, organized commodities
exchange. This request is not for information on regulating existing
exchanges, of which there seems to be plenty, or advice on how to
get started as a commodities trader, of which there seems to be
even more, but rather a nuts and bolts, from the ground up "how to"
manual for creating an exchange where none has existed before.
    I have done some searching and have a few titles to check out in
the first category, but nothing in the second. If anyone has a title
or two to suggest in either category, I would be most grateful.
Please reply privately to me and I will summarize for the list, if
there is sufficient interest.
