Apparently the 11th Circuit site is supposed to have the opinions up
within 24 hours. Emory checks the site around 4:00 p.m. and hasn't had
problems. Maybe the time of day affects access? I looked at the 11th
Circuit's Rules and IOP about an hour ago (10:45 a.m.) and had no
problems.
