Patent Explorer from Derwent has the text. You will need to set up an
account.
Note however that not all PCT applications are in English. Many are not even
in the Roman alphabet. I have seen PCT applications cross my desk in
English, German, French, Japanese and Chinese, just to name a few.
Effective, comprehensive searching outside the abstract field is difficult
to say the least.
I would recommend trying an abstract search in Derwent's World Patent Index
too. If your search is specific to a particular art, you may also want to
try a subject database (such as Chemical Abstracts on STN).

Subject: PCT published applications
Hello All,
I am trying to find a source that has searchable PCT published applications
in full-text. The best I have found so far is the WIPO page that allows for
searching of the title, abstract and drawings. Any help would be most
appreciated. Thanks.
