I'm not sure I know exactly what you are looking for, but maybe the
following will help:

The Social Security Act (PL 74-271; 49 Stat. 620) isn't as bad as it looks
-- at least for Title II (OADSI). The Act begins at 42 USC 301. Beginning
with Title II, just add 200 to the statutory cite to get the 42 USC cite.
For example, Sec. 204 deals with Overpayments and Underpayments. The
corresponding USC cite is 42 USC 404.

This works from Title II sect. 201 to Title XI sect. 1120. After that the
numbering is no longer consistent; I'm guessing it has to do with the many
amendments to the Act since 1935. Someone at the Office of Revisor of
Statutes could undoubtedly explain it.

I use the Ways and Means Committee Print (current ed. WCMP 106-2 -[1999])
_Compilation of the Social Security Laws... Through January 1, [year]_ when
I need a quick cross reference. It is available from GPO Supt. Docs., ISBN
0-16-058296-2.
