Successful Petition Drive Ensures Mail Ballot for Vote on Bylaws Revisions
June 2, 1999 -- AALL has received petitions signed by 305 members requesting
that the proposed vote on AALL's Bylaws Revisions be conducted by a ballot
mailed to the entire membership. This exceeds the number of signatures
necessary (233, defined as "5% or more of the Association members eligible
to vote") to meet the requirement for a mail ballot. Approval of the
proposed revisions, which were published in AALL Spectrum (April 1999), will
require a simple majority of votes cast in the mail ballot.
Prior to the mail ballot, the proposed Bylaws Revisions will be placed on
the agenda and discussed at the first session of the 1999 AALL Business
Meeting in Washington, D.C., on Tuesday, July 22, from 11:00 a.m. to 12:15
p.m. President Jim Heller's agenda allows forty minutes for discussion of
the revisions, however members may move to extend discussion beyond the time
scheduled if there is sufficient interest and if two-thirds of the members
present agree.
The Bylaws Revisions will be discussed in the same way AALL customarily
handles proposed Bylaws amendments at the Business Meeting -- namely,
members will have the opportunity to discuss the revisions, to propose
changes in the language or intent of the revisions, and to take formal
action on substitute language. Proposed substitutions from the floor at the
Business Meeting will be limited to those areas of the Bylaws already
selected for revision; discussion of other areas of the Bylaws will be ruled
out of order.
At the conclusion of discussion and following any actions taken on
substitutions or amendments at the Business Meeting the President will
authorize the mail ballot. Ballots are tentatively scheduled to be sent out
on Monday, September 20, 1999, with a deadline of Friday, October 22, 1999,
for return to AALL Headquarters. The ballots will then be tabulated on
Monday, October 25, 1999. Members will be informed immediately by broadcast
e-mail after the results have been certified.
