This site is not affiliated with the Armed Forces. It is privately funded and maintained as per a disclaimer on the site. The site says that one can search a database of its members who have registered to obtain a military-type e-mail forwarding/redirection address.

This is put up by the Army Times Publ. Co. which is part of Gannett Corp. Some parts are free but only subscribers can search the database.

The full link did not work. The "fag" seems to be the trouble spot. I truncated back to the root address which brought me to a DOD webpage but there was no clear indication of where to go from there.
Lexis-Nexis : Finder Library, M-Find.
Only caveat is that it does not cover Reserves.
I was also referred to locators on the websites of each branch of the armed forces. Also some military bases have telephone locators as well as their own websites. Some are better than others. And also there are websites for individual Navy ships (www.navy.mil)!
