The Law Library Association of Maryland (LLAM) is pleased to announce that
Governor Glendening last week signed legislation (HB 858) requiring the
Maryland Division of State Documents to:
"MAKE AVAILABLE TO THE PUBLIC, AT NO COST, DIRECT ON-LINE SEARCHING OF: (1)
THE CODE OF MARYLAND REGULATIONS (COMAR); (2) THE MARYLAND REGISTER; AND (3)
ANY OTHER MATERIAL THE DIVISION DETERMINES TO BE IN THE PUBLIC INTEREST."

LLAM worked with the Maryland State Bar Association to pass this legislation
and to make sure that it was drafted in such a way as to balance the
Division's continuing ability to generate some revenue while ensuring that
users would have information access free of unduly burdensome restrictions.
LLAM wishes to gratefully acknowledge the work of several people in the
passage of this legislation:
*Anna Cole, recent LLAM Board Member, testified in Annapolis on behalf of
LLAM and free, unrestricted access to public information.
*Mary Alice Baish, AALL Assistant Washington Affairs Representative,
provided our small chapter with wholehearted encouragement and legislative
wisdom.
*Mike Miller, Maryland State Law Librarian, tracked the development of this
legislation from early-on and alerted LLAM when the bill became a blip on
the legislative radar screen.
*Pam Gregory, Prince George's County Circuit Court Law Librarian, provided a
great deal of helpful legislative advice and contacts.
*Bob Colburn, Head of the Maryland Division of State Documents, saw to it
that his agency would have the necessary resources to make the legislation
workable.
