SUMMARY OF DUTIES/RESPONSIBILITIES:
Incumbent establishes, reviews, maintains, and modifies comprehensive plans
for maintaining a unified nation-wide program for distributed electronic
storage to assure permanent public access to products in the Federal
Depository Library Program (FDLP) Electronic Collection. Serves as the
national authority for matters associated with the FDLP Electronic
Collection for selection of electronic Government information products,
conversion of physical formats, electronic media and formats to the most
suitable electronic alternatives, and management of information associated
with the location, access to, and maintenance of digital publications at
diverse storage facility sites. Establishes, reviews, maintains, and
modifies plans, policies, and procedures for continued conversion of
electronic data in older media, formats to currently used media, and formats
to assure continued access to electronic Government information products.
Leads workflow planning associated with identifying, acquiring, classifying,
cataloging, disseminating, and permanently storing electronic Government
information products. Establishes, reviews, maintains, and modifies, in
consultation with recognized authorities and interest groups, a national
Collection Management Plan for electronic Government information products
within the scope of the FDLP. Serves as an important resource for
obtaining information of potential use for improving access to electronic
Govenrment information products. Participates in and signficantly
contributes to symposia and meetings of professional associations with
interest in permanent access to electronic Government information products.
Represents, through speeches and informal presentations, the programs,
products and services maintained by GPO before meetings of the American
Library Association (ALA), the Depository Library Council (DLC), Special
Libraries Association (SLA), the Public Library Association (PLA) and other
national associations concerned with permanent management of, and access to,
electronic Government information products. Prepares articles relating to
electronic access to electronic Govenrment information products for
publication in national and international professional journals and
otherwise promotes electronic Government information products and services
managed by the U.S. Government Printing Office.
QUALIFICATIONS: Applicants must possess 52 weeks of specialized experience
equivalent to the PG/GS-12 in the Federal service. Specialized experience is
experience which is directly related to this position and has equipped the
applicant with the particular knowledge, skills, and abilities in order to
successfully perform the duties described above.
Applicants who wish to be considered under both GPO and OPM competitive
procedures must submit 2 applications. When only 1 application is received,
it will be considered under the GPO procedure.

and certification.

1. Knowledge of the theories and practices of librarianship.
2. Knowledge of the Federal Depository Library Program.
3. Knowledge of digital archival practices and technologies.
4. Knowledge of Federal electronic publishing practices.
5. Ability to provide long-range planning documents, policies, and
procedures.
6. Communication skills which include the ability to represent program
initiatives and describe progress in oral presentations and the ability to
prepare contractual written agreements, technical documents, and papers.
