Nafta and "non-conforming laws"

Has a list of "non-conforming laws" under NAFTA been published? We are
trying to find a list of non-conforming U.S., Canadian and Mexican laws,
including provincial and state laws. The student researching this issue
learned from the office of the U.S. Trade Representative that they have such
a list, but that it can only be examined there in person.

We have checked all of the obvious possibilities, including those listed on
my own NAFTA research guide
