Does anyone know where the above mentioned "regulations" are published?
I have a reference to them in the Medicare Skilled Nursing Facilities
Manual, published by HCFA. They are described as "interpretations,
implementations, and policies flowing from the statute (Title XVIII of
the SSA), which are furnished to skilled nursing facilities" and
supposedly published by the Secretary of DHHS. We are looking for
"Regulations No. 5," which has Subparts A - P (at least).
I have searched the CFR, Federal Register, CCH Medicare/Medicaid Guide,
the Skilled Nursing Facilities Manual itself, the HHS and HCFA web
sites, the HCFA CDROM containing all the Medicare manuals, etc. I am
drawing a blank. I have calls in to the local documents librarian, who
is off today, of course, and to some "magic" person in D.C., whose
voicemail I got.
Can anyone point me to a published source of these HIRM-1 regulations?
