I am reviewing the legislative history for Art. 1, Subsec. 2, Paragraph 8 of
the Georgia Constitution: Lotteries & nonprofit Bingo games. Annotations
refer to an Amendment proposed by GA. L. 1998, p. 1686, subsection 1: "Shall
the Constitution be amended so as to limit the educational purposes and
programs for which lottery proceeds may be appropriated and expended and to
specify that scholarships, pre-kindergarten programs, and shortfall reserves
shall receive priority over teacher technology training and capital outlay
projects for educational facilities?"
I've done a search on westlaw, in the newspapers and annotated statutes, and
the legislative service databases. I've sent off a note to the Secretary of
State, since the election results aren't available yet at her site.
Was the amendment passed (I presume it was on the November, 1998 ballot),
and, if so, when does it become effective?
