I believe your attorney had the source a little off -- it's Interpreter
Releases (title varies, sometimes Interpreter Release), published by
American Council for Nationalities Service. 61 Interpreter Releases 74-75
(Jan. 27, 1984) is a case, Matter of Joshua Yan Kee So. A footnote
indicates that the decision had not been designated for publication as
precedent but the newsletter editors considered it worth publishing. It
concerned the definition of "employed continuously for one year."
