I have checked all of my local sources for this and also spent some time searching the Web, to no avail. Neither Westlaw nor Lexis includes this in their databases. I am hoping someone out there can supply me with a copy, or lead me to a site on the Web.
The information my attorney has is:
61 Interpretive Release p.74-75 (1984). This is apparently published by the US Immigration & Naturalization Service.
