No need to get defensive. I feel that the gist of the article was
more along the lines of advocating the employment of experienced
professionals to manage information technology. Not so long ago
the
trend in some sectors was to treat the management of legal
information
as a low-skill task to be downsized and outsourced. It is
exciting to
our profession to see companies come to the realization that when
it
comes to information, and especially the new information
technology,
the best thing to do is hire a professional. Don't you agree?

*any* person, body, law firm, attorney, academic or other professional

There are many people - other than librarians - who are involved in legal
research on the Internet, and the Internet in general. They **all** have
plenty to offer the Internet community, and it is *high time* more
librarians accepted that obvious fact, instead of trying to claim some sort
of "monopoly of wisdom" in this area. Thirty coninuous years of experience
as a qualified practising lawyer, doing legal research daily for advocacy in
the higher courts, equips one *very well* in the field of both electronic
and manual legal research !!
