I just heard back from my very able West rep. and she reports that West is aware of the error. It seems that the bill for $195.68 should have been sent with the complete, new 1999 ed. but that, due to an availability issue, it was not shipped at the same time. While one can easily quibble with the price of the new edition, at least this now makes sense.

Today I received the 1998-1999 Statutory Supplement to West Group's "Trademark Trial and Appeal Board Practice and Procedure" by Gary Klugman. The update consists entirely of a re-print of the U.S. Patent and Trademark Office final rule of miscellaneous changes to the Board rules (63 F. R. 48,081 (Sept. 9, 1998)) and a 3-1/4" diskette containing a copy of the same. The cost for this 38-page pamphlet and diskette containing material available for free from the PTO and GPO: $195.68! The main volume itself only cost $172.69 in July 1997. Needless to say, we are sending the supplement back.
BTW: The filing instructions mention that the changes will be encorporated in the 1999 edition of the book. One can only wonder how much that one will cost.
