Re: circulation cd-roms

Here is what we did when I was faced with this issue at the New York Public Library. The book in question was Bill Gates' autobiography "The Road Ahead" (which these days seems to have hit a speedbump :)).

We had the CD behind the counter, and a note in the book that the CD was available. We also had a special message on our circ system (Dynix) that came up every time the book was either checked in or checked out.

Title 17 of USC seems to imply this but does anyone have any more of a
