Could you please let me know where at the SEC URL under "Proposed Rules" you found rule 33-7606? I can only find rule 33-7607a & 33-7607b which has a relation to the Aircraft Carrier rule but it is not it? I have spoken to the SEC in depth and while the Aircraft Carrier rule in publicly available, because of it's size (over 800 pages) they have not yet converted it and placed on their web page.
