Subject: Looking for article on common law ("anti-gov't) courts

I recently came across a wonderful overview of the up and coming "Common
Law Courts". I thought it was LLRX or through JURIST, but I just can't
find it. I'm almost positive the article was written for the librarian
community, and written by a librarian.
If this rings any bells, please let me know. I'm continuing my own Web
searches (the article was on the Web) and wracking the oh so very tired
brain in the hope that the synapses will restart firing.
By the way, we aren't talking here about Bracton and Blackstone, but about
the oft-called anti-government, psuedo-militia, not so common law courts.
