          I am trying to locate Suriname's Official Gazette #28 with
          the Mining Decree of 1986. My efforts so far have been
          fruitless and have included contacting Lexis' document
          services special requests, UT Library, PWC library, LOC, and
          the Republic of Suriname Embassy in DC. I currently have a
          message left with the Suriname Ministry of Natural
          Resources, but I feel like it would be quicker and most
          likely cheaper if I can find it from a US source.

          Can anyone help?
