ICI Tariffs?

Help! I have a request for the ICI Tariffs and am not having much luck.
I have searched for variations on Lexis/Nexis and the web. The U.S.
International Trade Commission has the Harmonized Schedules but don't see
any mention of ICI and I have a call into the ITC librarian to see if she
recognizes this.

I just haven't been able to verify what ICI stands for. If anyone has
any suggestions or recognizes this acronym, I'd appreciate the help.
