This seems to be a new tactic by the Dark Tower. They send you
something you don't want and tie it to something you do. We
recently received our latest supplement to the California Code.
Accompanying it was the California Code Research Guide, which was
billed separately at $46.50. When we called to get a return label for
this unordered title, we were told that it was considered part of the
code supplementation, and we would have to cancel our standing
order for the Cal Code supplements in order to return the Research
Guide.

I'm sorry but this seems to me to be a *very* clear violation of 16 CFR
256.14(b) (1998). This Research Guide (like the Federal Tax Guide
Sharon complains of) can in no way be considered a basic part of the
upkeep of the set.

How widespread is this problem? Do we need CRIV to start leaning
on publishers (or should I say publisher) to start following the
guides?
