To follow up: the Omnibus Consolidated and Emergency Supplemental Appropriations Act, 1999 was introduced in the House last evening (Oct. 19) in the form of a Conference Report, H. Rept. 105-825.
According to the House Documents Room, it will be several days before it is printed as a stand alone report. It will likely first appear in the Congressional Record, but don't look for the Oct. 19 Congressional Record today. The introduction happened too late and it will take some time to print.
Now if you all will excuse me, I'm off to a staff meeting where I have to explain to all of our patent prosecution staff why we still do not have definitive information on what patent fees the Patent Office is charging for the fiscal year starting three weeks ago. (This mess, and the fact that H.R. 3723 has not yet been received by the White House for signature.)

According to the House Appropriations Committee this morning, the thing has not yet been introduced. No written version of it is yet available. They hope it will be out tomorrow.
Look for it in the Congressional Record as this is probably the first place it will appear in an online version. Later it should appear on Thomas, then on the GPO site.
