In INS v. Hector, 479 U.S. 85 (1986), the Court quotes at p. 90 from "4 INS,
analysis of S. 716, 82d Cong., 1st Ses., 244-2 and 244-3 (1951)." We'd like to
find this item, but so far we've been unsuccessful. We've looked in the U.S.
Serial Set, in our 1951 fiches for INS Legislative History, and in various loose-
leafs. It's not an item in OCLC or RLIN; we don't have the briefs for this per
curiam reversal; and we can't determine the set to which "INS" refers (it doesn't
match any of our sets). I've looked for other cites to the item in Westlaw and
LEXIS in law review and case databases without success. If you have any
suggestions, I'd be forever grateful. Thanks in advance.
