Please advise how you administer the checkin and filing of the above cited
manual. I am setting up a subscription to this publication. We just
received a shipment of circulars (no binders or tabs). The table of
contents in the Introduction circular (1994) is not current enough to
reflect the many new titles. Entries do not seem to match the shipped
titles. Newly shipped circulars include a letter about rescinded
circulars. Do you discard those circulars or retain them in a separate box
or binder? Do you use binders or boxes or report covers for your set?

Do you create your own table of contents?
