The Federal statutes "of a general and permanent nature" are included in
the U.S. Code. The Law Revision Counsel of the U.S. House of
Representatives has the responsibility for determining what is "general
and permanent". Private laws and single-year appropriations are not
normally not included as general and permanent. The authority for the
Code can be found at 1 USC sec. 204 and 2 USC sec. 285b.
