Hello Law-libbers!
I am trying to track down two Department of Labor All Agency Memoranda - number 166, concerning Substantial Variance Hearings and number 175, concerning Wage Determinations. I understand that these memos, which relate to the Service Contract Act, are issued by the Department of Labor to other government agencies so that the other agencies can follow US labor laws when they contract out for services.
I have tried to find the AAMs on Lexis and Westlaw. I have also searched the BNA and CCH labor law looseleafs, and the CCH government contracts looseleaf. I've looked in the Matthew Bender Government Contracts treatise. I've looked on the web (on the safaq.mil site, there are a number of AAMs, but not these two.) I've spoken with the Department of Labor library, which has not heard of them, the Employment Standards Administration, and the Wage Hour Division. I've also checked law reviews for references.
Any other ideas? Does anyone have a copy of either of these memoranda?
